Abstract

China suffers from one of the most acute, persistent water shortages in the world. China has a rural population of nearly eight hundred million persons in more than two hundred million rural households. These people live in more than 2.5 million villages under more than six hundred thousand local administrations. Delivering safe drinking water to these individuals is clearly a daunting and complex task. Building improved water-treatment and -distribution infrastructures in cities helps to secure safe drinking water for urbanites. Fresh water makes up only 2.53 percent of the water on Earth. Glaciers at the poles contain roughly three-quarters of the total fresh water on the planet. State Environmental Protection Administration (SEPA) and the Ministry of Land Resources teamed up in 2005 to prepare a master plan to prevent and control groundwater pollution.
