Abstract

This chapter discusses the conference on security and cooperation in Europe, which was held in the Finnish capital Helsinki in the summer of 1975. The conference was a milestone event in the history of international relations. The 25th Congress of the Communist Party of the Soviet Union (CPSU) held in 1976 reaffirmed in its resolutions the strong determination of the CPSU and the Soviet state to carry into effect the code of the rules of détente, which was formulated in the Final Act. The decisions of Helsinki Conference had great and favourable impact on normalizing international relations, on promoting mutual understanding, and on the spread of the spirit of détente.
