Abstract

The similarities in the party programmes of the German Social Democrats (SPD), Independent Social Democratic Party of Germany (USPD) and Communist Party of Germany (KPD) resulted from their common origin in pre-1914 German Social Democracy. This chapter first examines the programmes of the KPD, then those of the SPD. The Communist Party of Germany's first programme, described as the Spartacus Programme, was adopted at the first congress of the Party on 1 January 1919. It was drawn up by Rosa Luxemburg and it bore the distinctive imprint of her conception of the revolution. The Spartacus Programme remained until 1924 the only party programme the German communists had. Then the Action Programme was issued. This was not really a long-term party programme but rather a set of instructions for dealing with a very specific situation: the aftermath of the October 1923 defeat.Keywords: Communist Party of Germany (KPD); German communists; German Social Democrats (SPD); Rosa Luxemburg; Spartacus Programme; USPD
