Abstract

The treatment of national minorities in inter-State relations reveals a latent but fundamental legal contradiction. While historically the treatment of national minorities abroad has shaped a considerable part of inter-State relations, there is surprisingly little in terms of established international law in this respect. By means of the Bolzano/Bozen Recommendations on National Minorities in Inter-State Relations, the OSCE High Commissioner on National Minorities, with his conflict-prevention mandate, tries to offer guidance to States and minorities on how to properly deal with this sensitive issue by bringing some clarity as to the international standards applicable in cases involving national minorities in inter-State relations. The whole issue of the conferral of citizenship is extremely relevant when trying to draw a legal map of the provisions that express kin-State activism. The Bolzano/Bozen Recommendations on National Minorities in Inter-State Relations are the sixth set of thematic Recommendations produced by HCNM.
