Abstract

This paper discusses the market mechanism design and operation practice of Yunnan thermal power reserve capacity. In view of Yunnan's special energy structure characteristics and continuous strong power demand, this paper puts forward an operation mechanism of thermal power reserve capacity market in clean energy-rich areas. Reasonably set the market variety of electric energy and scientifically arrange the trading time sequence, and construct a system balance adjustment fund compensation mechanism combining thermal power generation adjustment price with long-term reserve capacity. Encourage power generation to make reasonable quotation with reserve capacity income, dynamically track market organization and implementation of reserve capacity and make settlement and payment according to actual contribution rate. A coordinated operation mechanism between thermal power reserve capacity market and electric energy market is designed to realize the bidding of thermal power and hydropower on the same stage. The feasibility and effectiveness of the reserve capacity market in ensuring power supply, stimulating power plants to actively generate electricity, promoting the healthy development of the market, and guiding the investment of new power sources are proved by the ex ante and ex post evaluation of the market. It provides a useful reference for the construction of reserve capacity market in clean energy-rich areas, and puts forward some suggestions for developing reserve capacity market in the next step.
