การนาหลักธรรมาภิบาลมาใช้ในการปฏิบัติงานของข้าราชการสำนักงานที่ดินกรุงเทพมหานคร (The Implementation of Good Governance Principles in the Operation of the Officials in the Bangkok Metropolitan Land Office)

Thai Abstract: การวจยครงนมวตถประสงค 1) เพอศกษาระดบการนาหลกธรรมาภบาลมาใชในการปฏบตงาน 2) เพอศกษาปจจยทมความสมพนธกบการนาหลกธรรมาภบาลมาใชในการปฏบตงาน กลมตวอยางทใชในการวจย คอ ขาราชการสา นกงานทดนกรงเทพมหานคร จานวน 158 คน เครองมอทใชในการวจยคอ แบบสอบถามและแบบสมภาษณเชงลก สถตทใชในการวเคราะหขอมล ไดแก คารอยละ คาเฉลย คาเบยงเบนมาตรฐาน การวเคราะหการผนแปร และการวเคราะหการจาแนกพห โดยกา หนดคานยสา คญทางสถตทระดบ .05 ผลการวจยพบวา ขาราชการสา นกงานทดนกรงเทพมหานครมการนาหลกธรรมาภบาลมาใชในการปฏบตงานระดบมาก การทดสอบสมมตฐาน พบวา ปจจยสวนบคคล ไดแก เพศ อายตาแหนงงาน พนทปฏบตงาน ไมมความสมพนธกบการนาหลกธรรมาภบาลมาใชในการปฏบตงาน สวน ระดบการศกษา มความสมพนธกบการนาหลกธรรมาภบาลมาใชในการปฏบตงาน อยางมนยสา คญทางสถตทระดบ .05 และพบวา ปจจยเสรมสรางหลกธรรมาภบาล ไดแก ประสบการณในการปฏบตงาน ความรความเขาใจเกยวกบหลกธรรมาภบาล ไมมความสมพนธกบการนาหลกธรรมาภบาลมาใชในการปฏบตงาน สวนลกษณะงานทปฏบตและ การใหความสาคญกบหลกธรรมาภบาล มความสมพนธกบการนาหลกธรรมาภบาลมาใชในการปฏบตงาน อยางมนยสาคญทางสถตทระดบ .05 จากการสมภาณเชงลกสรปไดวา ขาราชการตองยดมน ใน หลกธรรมาภบาลทง 6 หลกในการทางานหลกธรรมาภบาลดานคณธรรมเปนหลกทควรคา นงมากทสด เพราะการปฏบตงานทมคณธรรม คอ การทางานทเสมอภาค เทาเทยม ซอสตย ไมทจรต ประพฤตชอบ มสา นกในการเปนคนด English Abstract: The objectives of this study are 1) to examine the level of the implement of good governance principles in the operation of the state officials of Bangkok Metropolitan Land Office 2) to explore factors that are related to the implementation of good governance principles to the work. The studied samples are 158 state officials of Bangkok Land Office. The data attained from the answers given by the samples are processed with computer statistical program. The statistics used for analyzing the data are percentages, means, standard deviations, results from the analysis of Variance ANOVA and the results from Multiple Classification Analysis: MCA). The acceptable statistical significance level is .05. The findings from this study reveal as follows; The state officials of Bangkok Metropolitan Land Office implement the good governance principles to their works at the high level. The results from the tests of the research hypotheses show that state officials’ personal factors, namely, genders, ages, job positions and work areas, have no significant correlation to the implementation of the good governance principles to their works. As for the educational factor, wich have correlation to the state officials’ implementation of the good governance principles to their works with the statistical significance level of.05 It is also found out that some factors that build up the good governance principles, namely, work experiences and understanding of the good governance principles, have no statistically significant correlation to the implementation of the good governance to works while the factors of the job nature and the understanding of the importance of good governance principles are correlated to the implementation of the good governance principles to works with the statistical significance was at the level of.05. From in-dept interviews conclude that the state officials must hold fast to Good Governance in six principles for work. Good Governance principles of virtue is should be consider the most because impartiality, honest, non corruption and realizing goodness.
