Ukrainian Abstract: У статті розглянуто процес розроблення стратегії розвитку університету в сучасному динамічному середовищі. Визначеноосновні етапи розроблення стратегії розвитку університету, які визначаються певною структурованістю та послідовністю. Висвітлено зміст діяльності на різних етапах розроблення стратегії, що є сукупністю методів та прийомів управління навчальним закладом. English Abstract: The article deals the process of the elaboration of the University development strategy in today's dynamic environment. The leading idea of successful functioning and further development of European and American universities is adaption of quick-change present conditions, which is possible only in case conscious and consistent strategic management, which real aims and ways of achievement with consideration of changes occurring in the external and internal environment. Notwithstanding, the extremely dynamic environment, most domestic universities is characterized by a lack of strategic management and strategic management is carried out without taking into account changes occurring in modern society. The problem of the development strategy actively studied and continues to be discussed in domestic and foreign literature, some works dedicated to the problem: I. Ansoff, A. Belan, O. Vihanskiy, G. Dmitrenko, J. K. Laphta O. Marmaza, Yu. Meshkov, G. Mintzberg, A. Michalowa, A. Thompson, T. Sorochan, A. J. Strickland, R. Fatkhutdinov. However, despite the accumulated traditions in management education institution, the practical aspect of strategic management of university remains unsatisfactory. The aim of the article is elucidation the stages of elaborating of the University development strategy and activity on each of them. Basic material research.The elaboration of the University development strategy - the procedure of designing the desired institution that includes vision, mission, goals and specific measures to implement the strategy. The elaboration of the University development strategy has twenty main stages. The elaboration of the University development strategy should to consider the specifics of the university and the degree of coherence of strategic, tactical and operational management. Сonclusion. So twenty main stages of the elaboration of the University development strategy were defined, the content of which is based on the theory of strategic management and it is a system of various qualities and phased strategic actions with maximum efficiency.
