Abstract

The study aimed at identifying the proposed mechanisms to activate administrative transparency in public universities in the Kingdom of Saudi Arabia by identifying the availability of the requirements of activating administrative transparency in the University of Hail, providing proposed mechanisms for activating them, and revealing the statistical significance differences between the answers of the study population according to the variables (Gender - qualifications - years of experience in administrative work - division - training courses). In this study, the researcher used the survey descriptive method. The researcher explained the target population of the study, which is represented by a random sample of 25% of the study population that consists of (279) of the administrators of University of Hail (males and females) for the Academic Year 1436-1437 (H) from various divisions, job grades, specialties, and qualifications. The researcher explained the procedures of the validity and stability of the study tool (questionnaire). The researcher applied the study tool and defined the statistical methods used. The study reached number of results as following: - The availability of the requirements to activate administrative transparency from the perspective of the administrators at the University of Hail came in medium in general - The dimensions of administrative transparency appeared with a medium degree for each dimension except for (transparency of accountability, and transparency of decision making) which came in low degree. - The degree of agreement of the administrative members of the study sample on the mechanisms proposed to activate administrative transparency at the University of Hail came in very high. - There are statistically significant differences at the level of (0.05) and lower in the responses of the sample members according to the variable (Gender) concerning: "requirements for the activation of administrative transparency" and "mechanisms in which administrative transparency is activated" in favor of males. There are statistically significant differences at the level of (0.05) and below in the responses of the sample members according to the variable (division) concerning: "Mechanisms in which administrative transparency is activated" in favor of education colleges versus health colleges. - There are no significant differences at the level of (0.05) or less in the responses of the members of the study sample according to different variables (qualification - years of experience in administrative work - training courses) concerning: "requirements for the activation of administrative transparency " and the second scope: "Mechanisms in which administrative transparency is activated". According to these results, the study has recommended several recommendations such as: The need to enhance the practice of administrative transparency through adopting its activation mechanism in the Saudi Universities. The researcher has also presented some proposals for future studies by doing similar studies in different areas and working atmospheres in Saudi Arabia in order to know the requirements for activating the administrative transparency with different variables.
