Abstract

The problems of access to higher pedagogical education and the influence of external independent testing on vocational guidance and selection functional systems of teacher training universities has been analyzed. It has been shown that the orientation to independent testing has changed school activity objectives whi­ch caused a decrease in the level of general education of pupils and an increase in applicants’ professional disorientation. The need to return, to the institutions of secondary education, the functions of youth preparation to independent life, is realized in the “New Ukrainian School” program, aimed at forming the life skills of pupils.The leading role of teacher training universities in the successful reformation of the education system and the need for specific selection policy for applicants with a high level of secondary education and professional motivation, to ensure the high quality of modern teacher training, are emphasized.
