Abstract

The global trend of digital transformation of public administration, the processes of its development in Russia have exposed the lack of modern personnel management technologies. The purpose of the article is to develop a conceptual framework for thinking about the platform and ecosystem approaches as tools to overcome the fragmentation of public sector workforce efforts. The research was based on the trends in the HR transformation of public administration, the basic definitions of digital HR platforms and ecosystems, and the emerging concepts of personnel management in the context of digitalization. The methods of content analysis, structural analysis, and a comparative method were used. As a result, the principles of building digital HR systems were identified, leading to an orderly and optimal interaction between participants, the parameters for building an advanced HR platform to provide a configuration that meets the modern needs of the state and civil servants, and success factors for creating digital HR ecosystems. The article was prepared as part of the research work of the state task of the RANEPA.
