Abstract

The article analyzes the development of climate regulation in Russia. The authors show that the aggressive promotion of the climate agenda is determined by the private interests of concrete bureaucratic and economic groups. However, such energy policy is contrary to the common interests of the country. The formation of climate policy in Russia is an example of the problem areas of Russian public administration.
