تصور مقترح لتحقیق التمیز المؤسسی لکلیات جامعة الأزهر فی ضوء نموذج المؤسسة الأوربیة لإدارة الجودة (EFQM)

Abstract

هدفت الدراسة إلي تقديم تصور مقترح لتحقيق التميز المؤسسي لکليات جامعة الأزهر في ضوء نموذج المؤسسة الأوربية لإدارة الجودة (EFQM)، واستخدمت الدراسة لتحقيق هدفها المنهج الوصفي، واستندت إلي النظرية المؤسسية، کما استعانت بالأدوات التالية: - مقابلات شخصية غير مقننة مع بعض أعضاء مرکز التميز الدولي ووحدات ضمان الجودة بجامعة الأزهر بغرض فهم طبيعة عملهم والصعوبات التي تواجههم. - استبانة، تم تطبيقها علي عينة عشوائية قوامها (172 مفردة) من أعضاء هيئة التدريس في المراتب الأکاديمية المختلفة (أساتذة، أساتذة مساعدون، مدرسون) بکليات جامعة الأزهر المعتمدة من قبل الهيئة القومية لضمان الجودة والاعتماد - وعددهم ثمان کليات - منهم کليات (شرعية وعربية) وکليات (عملية تطبيقية). وذلک للکشف عن درجة (توافر- أهمية) مقومات التميز المؤسسي بکليات جامعة الازهر في ضوء نموذج المؤسسة الأوربية لإدارة الجودة. - استمارة استطلاع آراء بعض الخبراء من (أعضاء هيئة التدريس في کليات التربية بالجامعات المصرية - بعض القيادات الأکاديمية بجامعة الأزهر)، حول مدى مناسبة التصور المقترح. وقدمت الدراسة عددا من المتطلبات والإجراءات اللازمة لتنفيذ التصور المقترح بناء علي ما أظهرته الدراسة الميدانية من نتائج، ومن أهم هذه المتطلبات: توفير آلية لرصد تطورات ونتائج أداء الکليات المناظرة، وتأسيس جائزة للکليات المتميزة بجامعة الأزهر، وتأسيس وحدة إعلامية بکل کلية تتبني أسلوب القياس المقارن بأفضل الممارسات بالجامعات المناظرة لتحسين الأوضاع الأکاديمية والإدارية بما يتوافق مع إمکانات کليات جامعة الأزهر، وتکليف مرکز التميز بعقد اجتماعات مع القيادات الأکاديمية وأعضاء هيئة التدريس بالکليات الحاصلة على الاعتماد في إطار التعاون لتحضير دليل لمعايير التميز بالکليات والأقسام الأکاديمية. The study aimed at presenting a proposal for achieving the Institutional excellence of Al-Azhar University faculties in terms of the EFQM model. The study adopted the Descriptive Approach and the Institutional Theory to achieve its goal. It also used the following instruments: personal unstructured interviews with some members of the Center of Excellence , Quality Assurance Units at Al-Azhar University to understand the nature of their work and the difficulties they face. In addition to that, A questionnaire was applied to a random sample of (172respondents) who are staff members at different ranks (professors, assistant professors, lecturers) at Al-Azhar University eight accredited faculties for exploring the (availability - importance) degrees of the institutional excellence basics at Al-Azhar University faculties in terms (EFQM) model. Moreover, A Survey of some experts' views (Faculty Members at Faculties of Education in Egyptian Universities , Academic Leaders at Al-Azhar University), on the validity of the application of the proposal was used. The study indicated number of requirements and tools which are necessary for implementing the proposal according to the results of the field study. Of these requirements, Providing a tool for observing efforts, developments, and results of the corresponding faculties, establishing an award for the distinguished faculties at Al-Azhar University, establishing a unit in each faculty that adopts bench marking technique to identify the best practices in the corresponding universities, assigning the Center of Excellence to hold meetings with academic leaders and faculty members of the eight accredited faculties to cooperate for preparing a guide for the standards of excellence in academic departments and faculties are the most important.
