Russian Abstract: Усиление процессов глобализации, необходимость повышения степени доверия к государственным институтам как со стороны мирового сообщества, так и со стороны граждан послужили причиной изменения в России подходов к государственному управлению, о чем свидетельствует формирование институциональной среды, ориентированной на обеспечение прозрачности деятельности органов государственной власти, вовлечение в управление делами государства представителей гражданского общества, использование положений концепции стратегического менеджмента в управлении процессами территориального развития. В условиях нарастания скорости изменений во внешней среде (роста политической напряженности, введения экономических санкций со стороны США и стран Евросоюза, стремительного изменения конъюнктуры на сырьевых рынках, появления новых технологий и др.) устойчивое социально-экономическое развитие территорий, по мнению авторов, возможно обеспечить за счет трансформации действующей структуры (архитектоники) системы публичного управления, реализующей управление по механистическому типу, в стратегическую архитектуру, ориентированную на сохранение устойчивости территориального развития и повышение качества жизни граждан. В данной статье обосновываются критерии и предлагается методика оценки уровня соответствия действующей архитектоники системы публичного управления стратегической архитектуре. Апробация разработанной методики в рамках обоснованной системы показателей проведена на примере 85 субъектов Российской Федерации. English Abstract: Strengthening the processes of globalization, the need to increase the degree of trust in government institutions, both from the world community and from citizens, have led to a change in Russia's approaches to public administration. This is evidenced by the formation of an institutional environment aimed at ensuring the transparency of the activities of public authorities, involving representatives of civil society in the management of the affairs of the state, using the provisions of the concept of strategic management in managing the processes of territorial development. We believe that sustainable socio-economic development of the territories in the conditions of increasing speed of changes in the external environment (growth of political tension, introduction of economic sanctions by the US and EU countries, rapid changes in the conjuncture in commodity markets, the emergence of new technologies, etc.), is possible due to the transformation of the existing structure (architectonics) of the public administration system that implements the mechanistic type management into a strategic architecture oriented to the stability of territorial development and the improvement of the quality of life. Criteria of effectiveness of the public administration system strategic architecture for territorial social and economic development are substantiated. A methodology for assessing adequacy of the current public administration system architectonics to the strategic architecture is proposed. The developed methodology based on the valid system of indicators is tested on the example of the 85 subjects of the Russian Federation.
