Thai Abstract: การวจยนเปนการหารปแบบทเหมาะสมของยทธศาสตรการจดสวสดการสงคมผสงอายแบบภาคมสวนรวมในจงหวดอตรดตถ ซงผวจยใชวจยการเชงปฏบตการแบบมสวนรวม รวมทง ยงมการสมภาษณเชงคณภาพทมแนวคาถาม การสนทนากลม เพอใหภาคเครอขายทง ในระดบจงหวดและพนทมความเขาใจในบรบท มองเหนจดออน และจดแขงเพอนาไปเสรมพลงในรปแบบยทธศาสตรดงกลาวขางตน ผลการวจย พบวา การจดสวสดการสงคมในจงหวดอตรดตถ มการจดใน 3 ลกษณะ คอ การประกนสงคม การบรการทางสงคม และการชวยเหลอทางสงคม ทง นการจดสวสดการในเครอขายระดบพนทผสงอายมสวนรวมมากกวาในเครอขายระดบจงหวด ยงผลใหเกดกระบวนการมสวนรวมของภาคเครอขายทเกยวของทง ในระดบจงหวดและพนท เพอเตมเตมจดออนและเสรมพลงจดแขงทาใหไดรปแบบทเหมาะสมของยทธศาสตรการจดสวสดการสงคมผสงอายแบบภาคมสวนรวมในจงหวดอตรดตถ ใน 3 ประเดนยทธศาสตร 1)ยทธศาสตรการบรการทางสงคมผสงอายแบบภาคมสวนรวมในระดบจงหวดอตรดตถ 2) ยทธศาสตรการพฒนาระบบประกนสงคมผสงอายของภาคเครอขายในระดบพนทและระดบจงหวด 3) ยทธศาสตรการพฒนาระบบการชวยเหลอทางสงคมผสงอายเพอพฒนาคณภาพชวตผสงอายในระดบพนทและระดบจงหวด และในทสดไดกลไกในระดบจงหวดและระดบพนททมการดา เนนงานทเปนรปธรรมชดเจนสา หรบภาคเครอขายมสวนรวม English Abstract: Appropriate Model Strategy for Aging Social Welfare Management with Participatory Partnerships in Uttaradit Province is the research was conducted to find out the form and mechanism of operation of government agencies, private sector, civil society and academic section. The researcher used participatory action research. Participatory Action Research (PAR), as well as qualitative interviews with focus groups (Focus group discussions), provide both provincial and regional stakeholders with contextual understanding for see the weakness And the strength to be used to strengthen the strategic form mentioned above. The research found that aging social welfare in Uttaradit province was organized in three aspects: social security, social services and social assistance. Especially the involvement of relevant network parties at the provincial and local levels for fill the weaknesses and promote strengths to appropriate model strategy for aging social welfare management with participatory partnerships in Uttaradit province in three strategic areas. 1) Strategy for social service for aging Social welfare management with Participatory Partnerships in Uttaradit Province 2) Strategy for the development of the social security system for the elderly in the network in Uttaradit Province. 3) Strategies for the development of the social support system for the elderly to improve the quality of life for the elderly in Uttaradit Province. And get clear the implementation of the network of provincial and party levels in Uttaradit Province
