Abstract
본 연구는 2010년에 실시된 제5회 전국동시지방선거 당시 대구지역의 광역시장, 교육감, 구청장(군수)에 출마한 후보자들의 도서관 관련 공약제시 여부 및 공약내용을 검토하고, 당선된 단체장들이 도서관 관련공약을 어떻게 이행하였는지를 분석하였다. 대구지역 후보자 36명을 대상으로 중앙선거관리위원회에 제출된 선거공보 등을 토대로 공약을 분석하였으며, 이 중에서 자치단체장으로 당선된 11명의 공약 이행여부를 파악하기 위해 시청, 교육청, 구청의 홈페이지와 언론기사를 검색하여 분석하였다. 그 결과, 대구광역시장과 교육감 후보자들의 도서관 공약과 당선자들의 공약이행은 양적, 질적 측면에서 대체로 미흡하였다. 그리고 대구지역 기초단체장 후보자들은 54%가 도서관공약을 제시하였는데, 공공도서관 건립 공약과 작은도서관 조성 공약으로 한정되었다. 기초단체장 당선자들의 공약이행과 관련해 일부는 적극적으로 도서관 공약을 이행한 반면, 일부는 거의 이행하지 않은 것으로 나타났다. This study explored election promises on library fields by the candidates for the mayor, the educational superintendent and the chiefs of districts of Daegu Metropolitan City and implementation of their election promises by the elected heads of Daegu Metropolitan City in the 5th local election of Korea. To do this, election promises of 36 candidates were analyzed by investigating the official gazettes for elections deposited in National Election Commission of Korea. Also, the implementation of their promises of 11 elected heads was analyzed by searching through the official websites, news databases and internet. As a result, election promises and implementation by the candidates for the mayor and the educational superintendent were mostly insufficient both in quality and in quantity. 54% of all candidates for the chiefs of districts presented election promises that were mostly related with construction of public libraries and installation of small libraries. Some elected chiefs actively implemented their promises, while the other elected chiefs did not fulfill their promises.
