Abstract

Purpose. Based on the political and scientific relevance of the topic, the authors set themselves the task to investigate what was the role of the militia in this period, what were its strategic and current tasks. At the same time, insufficient scientific elaboration of the topic was taken into account. 1940 was chosen for the study because it had its own characteristics associated with changes in the borders of the Ukrainian Soviet Socialist Republic and growing international tensions. In this investigation, the authors departed from the traditional coverage of militia activities in areas (for example, the fight against hooliganism or banditry), and was guided primarily by the chronological principle and decided to cover the main activities of the militia for one year. Methodology. Changes in the organization of the militia and the main aspects of its activities are considered in the article on a chronological – problematic principle. The study was carried out in one short period – 1940, and within its limits – on problems. The basis of our intelligence was dialectical and systematic approaches to scientific research, the principle of objectivity. The dialectical approach made it possible to study the object of study in general in constant motion, taking into account changes in the process of its renewal. The principle of a systematic approach made possible a comprehensive analysis of the problem taking into account the conditions of the then socio-political reality. The application of the principle of objectivity made it possible to consider historical phenomena and events in all their complexity, versatility and contradiction, taking into account the whole set of positive and negative aspects of their content, which was characteristic of this historical period. The scientific novelty of the article is that for the first time in the historical literature it reveals the organization and activities of the militia during one year – 1940. Issues related to clarifying the functions and changes in the structure of the traffic militia, training for the militia, materials related to improving the work of district inspectors, areas of public order were further developed. Conclusions. In 1940, there were some changes in the organization of the militia, relating in particular to the activities of the traffic militia. The training and development of militia training continued. Some attention was paid to improving the work of investigators, district inspectors, forensic service, the organization of mobilization work, improving the uniforms of militia officers
