Abstract

The article covers the issues related to the state employment policy of Ukraine and the factors influencing its formation. The statistics of unemployed and economically active population are considered. The research used general scientific and special methods: scientific generalization and systematization; comparative and system analysis; logical synthesis. Research into the factors influencing the formation of state employment policy in Ukraine afforded grounds to distinguish them by relevant groups, such as legal, economic, political, social, organizational, and demographic. It was established that employment and the labor market are the most dynamic elements of the economy. It is substantiated that the modern labor market of Ukraine is characterized by the presence of a complex of problems, among them the reduction of work force and growth of demand for it, low wages etc. The labor market, in turn, influences other markets through production and consumption, stimulation of the investment process and other factors. Therefore, at the stage of becoming Ukraine as a state with a socially oriented market economy, the problems of forming and effective regulation of the labor market, and therefore the state employment policy, are extremely relevant today. The purpose of state employment policy is to ensure equal opportunitiesfor persons in exercising their right to work; promotion ofthe professional level ofthe able-bodied population in accordance with social needs; promotion of employment population etc. On the basis of outlined factors influencing the formation of the state employment policy, the author formed the directions that need to be refined in order to improve the situation at the labor market: providing social guarantees to the citizens who lost their jobs due to reorganization, redundancy and other circumstances; reform of wages and pensions; development of vocational education, training and retraining; create the necessary economic, organizational, legal and social conditions to ensure productive employment of economically active population and especially socially disadvantaged segments of the population; ensure stable and efficient development of small business in cities; to increase the dynamics of unemployment reduction through the creation of new workplaces and the use of modern technology to serve the visitors of the employment center; to elaborate new approaches to vocational guidance (detailed professional labor market monitoring), etc In recent years, in the course of change of the volume and structure of the demand for work force and the demands of hired employees for workplaces, there is a necessity to elaborate a new institutional model of labor market regulation for different categories of the country's population. These transformations occur depending on the influence of social, economic and political processes.
