Abstract

The radical change of priorities in the transition from an existing defense planning system to planning on the basis of capabilities targeting it to the best European standards should become the basis for reforming the national defense forces. The mentioned actualizes the issue of increasing the effectiveness of defense planning, and, accordingly, one of its most important components - resource planning. In the course of the defense review, after determining the composition of forces and means for performing tasks under all scenarios, a resource planning process is being implemented, in which resource requirements are determined to achieve the necessary capabilities of the Armed Forces of Ukraine and other components of the defense forces, and compares them with the state's capabilities for satisfaction these needs. To do this, it is necessary to assess the compliance of the capabilities of the existing forces with the requirements for performing tasks under the new scenarios. In general, the planning of resources in the course of the defense review should include: definition of resource requirements for the achievement of a promising model of the Armed Forces and other components of the defense forces within the defined defense tasks and criteria for achieving their capabilities; assessment of resources to ensure the available capabilities; specifying the necessary capabilities for maximally balancing their value with forecast financing indicators; Determine the need for additional financial resources to ensure the development of critical capabilities over the long, medium and short term When planning resources, the following output data is used: forecast indicators of expenditures of the State Budget of Ukraine for the defense needs in the long-term and medium-term perspective; the results of the assessment of the security environment and the planning of forces (target defense capabilities), formation of the perspective composition and structure of the Armed Forces of Ukraine (defense forces); indicators of price policy in the state and on the foreign market; indicators of inflation of the national currency; normative requirements for resource provision of the components of the defense forces, etc. The article proposes approaches to implementing the resource planning procedure during the defense review in defense planning based on the capabilities of the Armed Forces of Ukraine and other components of the defense forces.
