Abstract

The civil servant’s ethics is an essential element of modern administration and public services. The general assumption is that the establishment and implementation of ethical codes and principles is a key step toward professionalizing the civil service. In addition, the issue of civil service ethics is an important segment of the analysis within the public administration reform, and in accordance with the requirements of European integration. The importance of civil service ethics is the fact that it is today, in many countries, the full legal regulated categories. This work analyzes the civil servant’s ethics through a theoretical approach and the normative position with regard to the actual situation, bearing in mind that there is often a discrepancy between these levels of regulation.
