Abstract

The article stipulates that the development of the railway infrastructure of Ukraine may be ensured by expanding cross-border cooperation by forming a localized production for the development of railway infrastructure. The main factors influencing the decision to locate production in one or another country are studied. The expediency of localized production on the development of railway infrastructure of Ukraine based on exogenous and endogenous factors is substantiated. The factors of endogenous influence are systematized in such groups as factors of organizational, managerial, marketing, labor, economic and production character. The experience of neighboring countries with regard to the formation of localized in the separate sectors of railway engineering, the competitiveness of which is currently largely due to the borrowing of technologies from abroad, is studied. The forms of production localization are determined and the expediency of creating a modern rolling stock, including for high-speed and high-speed railway traffic, using foreign experience, taking into account the conditions of the domestic economy and the localization of production by the third type. The strategic goal of the formation of localized production for the development of railway infrastructure as the creation of qualitatively new types of products, which will ensure the technological equivalence of Ukraine with the advanced countries in the development of rail transport infrastructure, as well as the active influence on the world market of technologies and high technology products, is substantiated. The advantages of localization of production as an organizational basis for the creation of integrated structures for the development of the country as a whole are revealed. It is proved that the formation of cross-border cooperation on the basis of the formation of localized production for the development of railway infrastructure will become a platform for overcoming infrastructure asymmetries and the transition to digitalization of the railway industry, its high-intellectual development.
