Abstract

As part of carbon neutralization policies to cope with global warming, policies and legislation are being prepared to make renewable energy (solar, geothermal, biomass, etc.) the main sources of power instead of fossil energy. Korea is Act On The Promotion Of The Development, Use And Diffusion Of New And Renewable Energy of 2020 renewable energy policy and carry out. This Act establishes a basic plan for new and renewable energy and implements new and renewable energy policies. Currently, the 5th Basic Plan for Renewable Energy (2020-2034) is being implemented. According to the 5th Basic Plan for Renewable Energy (2020-2034), the goal is to increase the proportion of renewable energy generation to 25.8% by 2034. However, in order to effectively increase the proportion of new and renewable energy generation aimed at this plan, it is necessary to prepare a legal system that can effectively produce and distribute power of new and renewable energy and supply it stably to the people. In other words, it is necessary to establish a new and renewable energy power distribution and supply legal system. In this context, this paper consider to Japanese renewable energy power distribution and supply legal system in a comparative study so that Korean renewable energy power distribution and supply legal system can function as an act that can stably distribute and supply renewable energy. The reason why Japan to compare the legal system, Japanese entire power supply and distribution of new and renewable energy by 2030 to increase by 36 to 38 percent because legislation to encourage active. To understand to Japanese new and renewable energy power distribution and supply, it is necessary to overall the legal system on power distribution and supply in Japan. In addition, based on the discussion on Japanese power distribution and supply legal system, the new and renewable energy power distribution and supply legal system is considered. Finally, the writter suggests solution to improve Korean new and renewable energy distribution and supply legal system based upon Japanese new and renewable energy distribution and supply legal system. In this way, by setting the direction of improvement of Korean legal system compared to Japanese legal system, it can be expected to function as a renewable energy legislation that can stably supply power to the public despite rapid power price fluctuations or crises.
