Abstract

The purpose of this study is to support the political justification of public sports club policy. For this, the paper analyzed the operation system and social implications of sports club policy in Korea which has been operated since 2013. This is because, it could be a core to accomplish advanced sports club system via the sports club business. For this purpose, the ‘BLUE sports club’ was chosen for the research environment as case study. Using the purposeful sampling and strategic informant smapling, finally 16 participants were selected. The data were collected through participant observation, in-depth interviews, and then those were analyzed with Creswell’s (2013) qualitative analysis methods. The results of study were as follows. Firstly, the operation system of Blue sports club was divided into six major parts. Those major parts were facilities management, operation of program, public relations and member management, in connections with external agencies and finance management. Secondly, pubic sports club implied a basec amp to satisfy social needs about sports welfare. another point is that public sports club had a meaning of local community activation based on local society integration and it was mechanism to boost participation of sport for all types of family units. Moreover, it could be a steppingstone of lifelong physical education to voercome the School Elite Sports’ crisis. What is more, sports club policy provided employment creation to retired players. And it was a foundation to make better availability of public sports facilities. Finally, it demonstrated social implication to resolve current problems of the old people in aging society of Korea.
