Abstract

This dissertation was carried out within framework of Postgraduate Programme – Public of Department of Business of University of Western Attica. The purpose of our work is to highlight whether electronic application of OSDDY-PP programme enhances quality of and facilitates its users in carrying out their tasks and how much it satisfies them. We analyze theory of Total Quality Management (I.O.P.), presenting its improvement and evolution in public services, with reference to Deming's work, the father of quality evolution. We describe public administration's efforts to address quality and potential needs for change. We summarise some of these efforts such as Administration through Objectives, Vision, Efficiency and Efficiency Measurement Indicators, etc. We then present implementation of eGovernment in Greece through information systems applied and level of Strategy and its evolution.We refer to Organisation of in Criminal Courts, with particular emphasis on current situation. We draw our conclusions from above theories and their application to State. Then we deal in more detail with how European Union envisioned and institutionalised e-Justice, always in accordance with principles governing it, defining its policies and implementation programmes in its Member States. e-Justice is considered an opportunity for easy access to justice with ultimate goal of absolute quality in administration of justice and was implemented through Information and Communication Technologies that were largely carried out by NSRF programmes. In particular, we present project Integrated System for Management of Judicial Affairs of Civil and Criminal Justice under termOSDDY-PP.The main objective of project is to digitise flow of criminal and political proceedings to country's judicial services and to upgrade services and needs of the parties involved, bodies of justice and citizens. We then present methodology applied to research. This was carried out in samples of human resources of Criminal Procedures of Piraeus Court of Appeal through printed questionnaires distributed to judicial officials. After results were codified and rated using SPSS programme and application of statistical methods, they were evaluated. The originality of this investigation is that, so far, no further research has been carried out on quality of OSDDY-PP, its implementation in areas of criminal justice and degree of satisfaction of judicial officials. Here are conclusions on OSDDY-PP programme which are based on results of statistics and give us answers to questions raised in survey. The work concludes with presentation of bibliographical references and sources as well as survey questionnaire.
