국내 경관자원 조사 현황과 향후 과제

Abstract

본 연구는 국내의 경관자원에 대한 유형별 평가 현황과 해외 경관자원 평가사례를 비교분석을 통하여, 경관자원 평가 체계에 있어 평가방법, 평가기준, 활용방안 등을 통합적으로 검토하고, 이를 토대로 국내 경관자원 평가의 의미와 중요성 등을 파악을 하고자 하였다. 이를 위해 먼저 경관자원의 정의와 유형을 검토하고, 경관자원에 관한 평가방법과 활용방안에 관한 연구동향을 살펴보았다. 또한, 12개 국내 경관자원 조사 및 평가 사례 비교를 통해서 우리나라 경관자원 관련 조사의 현황과 문제점을 살펴보았으며, 5개의 외국 사례 분석을 통해 우리나라 경관자원 관리체계에 시사점을 도출하였다. 분석결과, 12개의 국내 경관자원 조사 현황과 향후 과제로 다음과 같이 크게 세 가지로 종합하였다. 첫째, 경관자원 조사 기준이나 선정 절차에 있어 보다 객관적인 기준마련이 필요하다는 것이다. 경관자원의 다양한 가치를 포함하고, 지역민들의 참여를 확대하며, 명확한 평가기준 제시가 매우 중요하다. 두 번째로는, 경관자원의 관리가 지속적으로 이루어질 수 있는 체계를 갖추어야 한다는 것이다. 경관자원에 대한 재평가제도나 데이터베이스를 구축한 체계적인 관리를 통하여 경관자원을 지속적으로 관리하도록 하는 것이 중요한 것으로 파악되었다. 마지막으로 이러한 조사된 경관자원을 영향평가나 경관계획과 같은 다른 제도에서 활용할 수 있도록 제도화하는 것이 필요하다. 이를 위해서는 여러 가지 유형의 경관자원을 포함한 종합적인 경관관리가 필요하며, 이를 뒷받침하기 위한 제도를 갖추어야 할 것이다. 본 연구는 현재까지 진행된 경관자원 조사에 대한 현황 파악과 해외사례 검토를 통한 시사점 도출에 그치고 있어서 구체적인 방안을 제시하지 못하는 한계가 있으나, 국내외 경관자원 조사현황을 분석하여 경관자원에 대한 평가방법, 기준, 활용방안 등을 파악을 통하여 향후 경관자원관리를 위한 과제를 제시하였다는 점에서 의의가 있다고 하겠다. This study reviews the current status of the Korean landscape resources survey and foreign cases in order to determine the meaning and importance of it. Several cases are compared based on the evaluation method, the evaluation criteria and the application plan. Twelve domestic cases of landscape resources survey are reviewed to understand the current status and limitations of the Korean status, and 5 foreign cases to determine the implications for the Korean system. As the result of the analysis, some implications are drawn for domestic landscape resource system. First of all, it is suggested to establish more objective criteria to evaluate and select landscape resources. Various values of landscape resources should be included into the criteria and more people, as well as experts, should participate to reflect local conditions. Secondly, the management for the landscape resources must be implemented continuously. It is important to introduce a periodic reassessment system and to construct and manage a database of the landscape resources. Lastly, the landscape resource system should be integrated into other programs such as an environmental impact assessment and landscape planning. For a better landscape resource management system and efficient evaluation, resources should be comprehensively managed including various landscape types. It is essential to establish supporting policies and legislation. This research covered only the current status of the landscape resource survey and reviewed a limited number of foreign cases. Despite these limitations, it is meaningful for showing the importance of landscape resource management and to suggest some future tasks for better landscape resources management.
