Abstract

The family service delivery system, which has been divided and operated as a healthy family support center and the multi-cultural family support center, is being reorganized to promote the integration of two centers under the spirit of social integration by the drive of the South Korean government. However, the integrated center called the 'Healthy Family and Multi-cultural Family Support Center' is currently carrying out family welfare projects based on the existing Healthy Family Support Basic Act and the Multi-cultural Family Support Act, even though the legal system has not yet been established. Field staff of the local centers face many difficulties because the center integration is being promoted in advance without the business direction of the administrative system and the legal system being unified. Therefore, listening to the voices of the field staff conducting the integrated family projects is essential for the government-led integration strategy to be effective. This study was performed to suggest sustainable integration of the Korean Family Service Delivery Systems focusing on the voices of the field staff of the support centers for healthy families and multi-cultural families. The study was conducted by in-depth interviews with those who run integrated family projects. The study offers suggestions based on the analysis of the collected data. Therefore we hopes to subdivide this study into cognitive, administrative, organizational, legal, institutional, naming, business, and human resources aspects and to reflect these aspects in the policy of the Korean family service delivery system. Then, the integrated family support service centers will be reformed as sustainable service centers.
