Abstract

The modern level of development of information technologies inevitably has a very great influence on the life of a person and on the processes taking place in his life, as well as affects social relations and phenomena. In this regard, the state acts as a regulator of the infor-matization of society. The wide variety of social processes caused by the development of information technologies requires bringing the regulatory framework of the state in line with the needs of legal regulation. The State is directly responsible for developing the concept of the transition to the information society, including the development of appropriate innovative development programmes and the creation of the necessary conditions for the creation of modern information technologies. The article draws the author’s attention to information support, which goes in two directions: the information revolution and management revolutions. 5 groups of indicators are presented («human capital,» «development of the business environment,» «costs and infrastructure,» «safety and quality of life,» «digitalization and innovation»), according to which the final rating of the digital transformation of large cities is formed. The place of Moscow in the ranking of digital transformation is shown. It is noted that the main areas of effective management are: improving state processes, connecting citizens, building external interactions. The history of development of electronic services in Moscow is presented. The most popular services and services of the portal of the Mayor and the Government of Moscow were highlighted. Technologies that were introduced into the infrastructure of the city of Moscow during the coronavirus pandemic were demonstrated. It is indicated the appearance of cyber threats and technical overloads in connection with the development of digitalization. The conclusion was made about the active introduction of technolo-gies developed in foreign countries in Moscow and the transfer of this experience to the regions of the Russian Federation.
