Abstract

Based on the current Constitution, as prescribed by law, all citizens have national defense obligations, and no one is treated unfavorably for the performance of military service obligations. By fulfilling the national defense obligations or military service obligations, the people defend their land and preserve the state. Defense obligations in a broad sense include not only military service obligations, but also air defense and defense, military operation cooperation, national security, and duty of mobilizing wartime labor. In other words, according to the principle of national opening, there are not only conscription obligations under the current Military Service Act, but also air defense, emergency disaster prevention, emergency rescue recovery, and support for efforts due to military operations.
