Abstract

The purpose of the research. The purpose of the article is to gain an in-depth understanding of the peculiarities of forming a system of monitoring the employment level of the population. Methodology. The general scientific methods, including generalization, comparison, were used to analyze the views of scientists on the methods of monitoring the level of employment, demand and supply in the labor market. Results. The basic methods of monitoring the formation of human resources at all levels (enterprises, region, state) were investigated. The monitoring methods most commonly used in modern conditions were analyzed, the main disadvantages and advantages of the methods analyzed were highlighted. It was determined that the development of the economy requires the creation of legal, economic and institutional conditions that ensure the development of flexible, effective functioning labor market, balancing supply and demand in the labor markets, which allows to overcome structural mismatches and labor supply, to improve the quality of labor. strength, motivation to work. Practical meaning. Analyzing and deepening understanding of the essence of HR monitoring at different levels will more effectively develop a system of indicators that are needed for effective monitoring, which will identify trends, patterns and negative phenomena in balancing labor market demand and supply. It has been found that in order to determine the effective provision of the monitoring process, it is appropriate to identify the needs for analysis of all participants in the process. It is established that the system of indicators for analysis will differ depending on the need. The process of monitoring the employment of the population allows to evaluate the status and prospects of competitors, to analyze the optimal structure of remuneration of specialists. Determining the required number of qualified personnel by occupation is the most important task of personnel policy at different levels. A review of existing monitoring techniques has revealed that in today’s context of rapidly changing requirements for the qualification and competence level of employees, existing methods are not able to provide an adequate level of assessment of the state of the labor market, which reduces the effectiveness of management decisions to regulate the balance of supply and demand. Prospects for further research. Based on the results of the analysis of the existing methods for monitoring the level of employment of the population, it can be concluded that under the current conditions the monitoring system does not meet the current requirements of the labor market. In further research on this issue, it is advisable to develop the necessary indicators to meet the needs of the balanced demand and supply in the labor market.
