Abstract

The present state of the domestic agricultural production is characterized by the presence of specific threats posed by lack of regulation of the entire system of agrarian relations, including land ownership, social conditions, market mechanisms, to restore and maintain the ecological balance and characterized by the depletion and destruction of production and economic potential of the agricultural sector. The stagnation of the agricultural sector in the National Security Concept of the Russian Federation referred to the main internal threats to economic security. This threat group now requires a special activity of the state in maintaining national food security; the alternative is increased likelihood of transformation processes of degradation of the domestic agro-industrial complex in the irreversible. Features of climatic and geographical conditions of production and living in rural areas increase the scale of social and economic threats to economic security. Currently, there is a tendency to transfer agricultural land lease to China as one of the areas of cooperation. In this article, the authors set out to uncover the possible threat to the economic security of Russia as a result of the lease of land the People’s Republic of China for Agriculture and discover ways to overcome these threats.
