Abstract

The modern economic space has become heterogeneous, as the differential differences in the socio-economic situation of the territories have become more noticeable in the main indicators, for example: GRP per capita in the Komi Republic 796759.7 rubles, in the Republic of Tyva 212874.5 rubles, which is less than 3.74 times. The population with monetary incomes below the subsistence minimum of the total population is 14.9 points in the Komi Republic, 34.4 points in the Republic of Tyva, which is 19.5 points more. The unemployment rate in the Komi Republic is 7.3 points, in the Republic of Tyva 14.8 points, which is 7.5 times more. All this has led to the emergence of problem territories that cannot independently carry out all their func-tional tasks in relation to the federation as its subject. Therefore, the state has to minimize the differential aspects in the socio-economic positions of its subjects, which ultimately allows the formation of single-vector individual directions for the development of problem territories. The different levels of business formation in the territories differ from each other, all this is due to the factors of the introduction of a market economy into the regional economy, as well as openness to the integration processes of commercial structures. Therefore, regions with their budget deficits need state support. State support is aimed at the development of entrepre-neurship, attracting investments, including foreign ones, through the development of small businesses, as one of the most promising tools for removing the underdeveloped region from the budgetary insecurity of the expenditure part, in order to minimize the share of subsidized allocations from the federal budget.
