Abstract
The article presents a solution to the problem of placement phasor measurement units (PMUs) for the identification of the mathematical model of the energy system in the state space. The basis is the criterion for the complete observability of the dynamic system according to Kalman. As a method of optimization, the canonical genetic algorithm is taken. The complete observability of the power system during the PMUs placement is provided by applying the «observability rule» in the form of an original recursive observability test. As a practical example, the problem of PMUs placement in the power system of the Kaliningrad region was solved.
