Abstract

Abstract : The Strategic Environmental Impact Assessment(SEIA) in Korea has been introducedand implemented for 15 policy-level plans and 86 project-level plans since 2012. Lately an importantissue of the Environmental Impact Assessment(EIA) policy has been emerged regarding theexpansion of the policy-level plans subjected to SEIA. Thus, we propose the plans that need to beincluded in the system, compared with those subjected to the Strategic EnvironmentalAssessment(SEA) enforced in the law or the guideline of 10 foreign counties, especially with thoseof Germany, France, Italy, the United Kingdom, and Netherlands. Specifically the study suggeststhat plans related to energy as well as land use, which are well known to cause potentialenvironmental impacts and subjected to the federal-level SEA in those countries, should be thesubject of SEIA.Keywords : Strategic Environmental Assessment, Strategic Environmental Impact Assessment, SEA list Research Paper 환경영향평가 Vol. 24, No. 3(2015) pp.244~259 J.
