Abstract

The article is the substantiation of necessity of creation in the Tyumen region, scientific research Institute of language, literature and history of one of the indigenous peoples of Siberia – the Siberian Tatars. The people of the land were part of the Ishim, Tyumen the Great, and later Cybersquatters khanates, Tobolsk, later Siberian provinces. Not adequately studied the life of the people of the territory in times of revolution and civil war, in the first five years of Stalinist repression and, in the terrible years of the great Patriotic war and restoration period. Siberian Tatars, gradually formed, developed their language, their rich oral and written literature, their original household way have created certain cultural forms. However, the modern study of the Siberian Tatars in all areas cannot be considered as any satisfactory. A number of issues barely addressed in the study. Not enough research of language, literature, material culture of Siberian Tatars and other Turkic peoples living in the region. Purpose: scientific substantiation of necessity of creation in the Tyumen region of the Institute of language, literature and history of the Siberian Tatars. The main objective of the future of the Institute – the creation of scientific coordination and information centre for Siberian Turkic, a Union of Turkic studies of the Tyumen region, the creation of the first in the Russian history of the Siberian Turkological research library Department of manuscripts and rare books. The main problems, the resolution of which in relation to the Siberian Tatars will have to deal with the Institute, the following: drafting of civil history, various scientific dictionaries and grammars, history of literature, folklore and folkloristics, cultural and domestic forms. For carrying out planned research work of the Institute should have the edge in certain material base, both in the form of premises and equipment of the Institute, research materials, and research personnel composed of research personnel closed in recent years, the Tatar branch of Tyumen state University and the Department of Tatar language and literature of the Tobolsk state pedagogical Institute. D. I. Mendeleev, as well as individual scientists engaged in the field of Turkology in other scientific, educational and cultural institutions in the region. The results of this study were discussed at national and international scientific conferences in Tyumen (2012) and Tobolsk (2013), the resolutions of which included a paragraph about the need to create in Tyumen Institute of language, literature and history of the Siberian Tatars.
