Abstract

The paper is dedicated to the main tendencies of the development of system of supreme power in the USSR during the Great Patriotic War. During this period mechanics of decision-making and one-man dictatorship were transformed. The current body of work on this problem aim to study formal structures of power. Practices of government and its qualitative parameters are understudied. In most part, it is related to the lack or inaccessibility of archival documents. An important part of this article is identification of archival funds that characterize activity of Soviet leaders and changes in the system of the higher authorities at various stages of the War. The study of these archival funds will determine research perspectives in the field.
