Abstract

The relevance of the study is determined by the fact that, despite the high level of differentiation in the development of digital technologies, the features of the digital transformation of Russian regions are insufficiently covered in economic periodicals. The purpose of the study is to study the indicators of the digital economy and identify the features of digitalization in the old industrial regions of Russia. The research is based on a scientific and methodological approach to assessing the use of digital technologies in the regions of Russia, developed by scientists of the Institute of Economics of the Ural Branch of the Russian Academy of Sciences. It is shown that the old industrial regions differ in the achieved values of the indicators of the digital economy, while the leadership of the region in the factor indicators of the digital economy is a necessary, but not sufficient condition for its leadership in the indicators characterizing the results of digitalization. It is argued that the more technologically advanced old industrial regions are leading in the use of advanced digital technologies. It is shown that significant regional differences in digitalization indicators indicate the risks of "digital inequality". The necessity is substantiated and the main directions of the differentiated regional policy of the federal center in the field of digital economy are determined, taking into account the peculiarities of digitalization in various types of old-industrial regions of Russia.
