Abstract

The article discusses Strategic programs of socio-economic policy (Sustainable Development Strategy for the period 2030 of the state and the region on the example of the Odessa region). The influence of strategies on the formation and development of human potential is analyzed, because the state and prospects for the growth of the economy of a state region depend on the efficient use of its human resources, and the development and reproduction of human potential, in turn, is the result of providing social guarantees and created conditions for life, training and decent work.It is established that the development of the regions of Ukraine at the present stage of market reforms faced a number of both objective and subjective factors, which caused its imbalance, asymmetric and disproportionate nature. The basis for this was the uncertainty of the strategic priorities of regional socio-economic development in the crisis period, the unpreparedness of the regions for growing competitive pressure in the domestic market in the struggle for financial, material and human resources. This, in turn, requires updating certain provisions of the Strategy for the Economic and Social Development of the State Region, (Sustainable Development Strategy for the period 2030). The stability of the development of the state-regional economy directly depends on the availability of relevant regulatory, socioeconomic, scientific, technical and human potential. Only fruitful interaction between the authorities, business structures and the public is capable of ensuring the integrated development of all components of the territorial system, coordinating regional interests with state interests and taking responsibility for decisions made.
