Designing organizational structures of public administration in modern conditions - a task extraordinary and time-consuming, because as an element of the organizational structure of public administration is a public body directly related to the formation of public-administrative influences. There are different characteristics of a state body: functional, sociological, legal and organizational. The organizational structure that emphasizes belonging to the state apparatus shows the organizational properties of the state body and their influence on the organizational structure of the state administration.In the theory of public administration, the organizational structure of public administration is naturally attributed to basic concepts. Under the organizational structure of public administration it is accepted to understand the state-administrative category, which characterizes the relations of a set of units of the public administration apparatus and the existing organizational relations between them, which express the interaction and coordination of elements within the given system. The structure reflects the composition of the elements, the internal form of the organization of the system, its static, while the organizational relationships ensure the effectiveness of the structural links.The relevance of our research is the need to modernize the organizational structure of public administration, to ensure its flexibility and adaptability.Despite the considerable scientific interest in the problem outlined, insufficient attention is still being paid to the research of approaches to the modernization of the organizational structure of public administration in modern conditions and the effectiveness of its reform.The purpose of the article is to analyze the effectiveness of the management systems of other countries and, depending on their organizational structure of public administration, to find out the dependence of the mentioned structure on the effectiveness of the reform processes. The tasks are: to reveal models of organizational structure of public administration; analyze the types of organizational management structures; compare foreign and domestic organizational structures of management; provide suggestions for choosing an effective organizational management structure.
