Abstract

The experience of including the population into the market relations system and transformation of social services in neoliberal conditions are summarized in the framework of this article. The main problems encountered in the transition period from the Soviet paternalistic model of social welfare to a neoliberal model of current social services are analyzed. The changes in the social sphere are considered due to the adoption of the new Federal Law N 442 from 28.12.2013 “On the basis of social services for citizens in the Russian Federation”, which confirmed the right of private entrepreneurs to provide social services to population on a par with the state structures. The advantages and disadvantages of implemented neoliberal transformations are discussed. The expected advantages include citizens’ motivation towards overcoming problems in their independent life, the increasing number and di-versity of services provided to citizens associated with the development of social business. The noted disadvantages are marked as hasty reforms, a large number of unaccounted factors in the process of their implementation, the lack of experience in social entrepreneurship in Russia, and unavailability of most of the Russian population to fit into the market, as well as a high cost of private services, and a significant number of risks for social business itself.
