Abstract

This article analyzes the process of decentralization of power aimed at affirming modern public management in Ukraine. The article shows the priority meaning of the process aimed at improving the organizational and legal mechanism during management system reform, which has to combine national, regional and local levels of management and optimally reflect the useful elements of administrative and democratic types of decentralization. The author reveals the essence of decentralization as a process for improving the management system through its transfer to a higher level of publicity or, in other words, accessibility that contributes to its unity and integrity. The European principles of decentralization which constitute the basis for affirmation and development of management publicity, European traditions and Euro-integration aspirations of the people of Ukraine are proved to be a possible basis for carrying out a successful management reform on progressive grounds in Ukrainian realities.
