Abstract
In the article the questions connected with basic methods and the characteristics of the impact on the mass consciousness of citizens after the great Patriotic War. In the post-war period the main task of public policy is to eliminate the consequences of the war, the mobilization of the Soviet people for the economic recovery of the country. The main features of mass consciousness in that period of time were the duration of the preservation of the impact of the war on the public consciousness in time of peace; the split in the mass consciousness of relation to human individuality (the loss of value of individuality and its increase); the spiritual condition of the public and other. Key methods of influencing the public was socialist competition, posters and slogans Central publishing, which played a crucial role in the postwar years. In addition to the informative impact on the consciousness they had emotional impact, bridging the gaps of visual perception. Brochures and leaflets, not having the emotional part, complied with the information function. The analysis of public policy, the post-war period resulted in the following characteristic features of its impact on the mass consciousness: - coordinate - system impact possessed a single control center; - consistency, which allowed to use any kind of impact; - parallelism, when all means of mass communication has made similar messages; - authority: all other sources except the official, was suppressed. It is important to note that a comprehensive study and use the experience of the formation of public consciousness, as in conditions of martial law, and in the post-war period is of great importance in the development of the basic techniques and methods of modern systems of influence on mass consciousness.
