Abstract

The general articulation of the issue and its connection with the important research and practice tasks . Strengthening institutional capacity of the Verkhovna Rada of Ukraine is analyzed as a dynamic process of its statist crystallization and continuous improvement with the inherent not only internal (comprehensiveness, consistency between components, etc.) but also external (the ability to adapt, distinguish itself, etc.) attributes as the basis for the formation of parliamentary values and its stability. It is emphasized that dynamic nature of the process of strengthening institutionalization of parliament implies its further development, the result of which is development or continuation of the relevant parliamentary institutionalization processes. The analysis of the recent publications regarding the issues this article deals with; identification of parts of the general problem that have not been previously addressed . The analysis of research on the subject of the article shows that the scholars correctly, in our opinion, see the uniqueness of the parliament as, firstly, the political institution in its mediation role in the format «society – executive power bodies» by ensuring a real people’s representation and its own functioning as a representative institution power; and secondly, the system of formation of the will of nation on the basis of representation of structured interest groups at the national level. According to the Ukrainian scholars, the place of parliament among other state bodies and its activities determine the nature and content of parliamentarism, which should be understood as a system of organization and functioning of state power with a special role of parliament and the system of political organization of the state, for which there is a clear separation of functions of the legislative and executive power for the privileged position of the Parliament. The purpose (the objective) of this article. The objective of the study is to analyze the conditions for strengthening institutional capacity of the Verkhovna Rada of Ukraine as a prerequisite for overcoming the crisis of the national parliamentarism. The key results and the background . Institutionalization of parliament is substantiated as a dynamic process, during which it acquires rules and procedures that give it some prospects and provide independence from other government institutions. It is distinguished that in parliamentary-presidential republic, the parliament is obligated not only to play but also to strengthen the key role in the system of public authorities through the application of a number of efficient tools and mechanisms. It is mentioned that since the importance and transparency of parliament makes it the most vulnerable institution among all of public authorities, strengthening its institutional capacity arises currently as a prerequisite for crisis resolution within the national parliamentarism. An opinion is brought out that strengthening the democracy index would contribute to the development of parliamentarism in Ukraine, as this would also contribute to the improvement of quality indicators of legislative process. A complex of factors pertaining to imperfection of the theory and practice of parliamentarism in Ukraine is determined, and it is recognized that their influence causes a number of negative processes for Ukraine. Measures providing for introduction of a number of complex changes in the functioning of parliament and in the activities by members of parliament are analyzed. It is emphasized that there is a necessity to strengthen the role and mission of the unique for Ukraine Parliamentarism and Political Management Academic Department, which since 2009 has been functioning at the National Academy for Public Administration under the President of Ukraine, and which offers master and doctoral programs on training experts in the sphere of parliamentary activities. Conclusions and the prospects of the further research . The analysis made it possible to formulate the conclusion that overcoming the crisis of parliamentarism is possible under the conditions of further democratization of the political system and effective reform of the electoral legislation aimed at ensuring real democracy with a high level of professional competence and political responsibility of the people’s elected representatives by applying the modern informational mechanisms and legal mechanism for strengthening institutional capacity of the Verkhovna Rada of Ukraine. Directions of further scientific research related to the issues raised in the article may include: mechanisms for overcoming negative phenomena in the activities of the Ukrainian Parliament; foreign practice of implementing the principle of «parliamentary supremacy»; mechanisms for ensuring professional competence and political responsibility of people’s elected representatives
