Abstract

Today, one of the principal directions of attraction of structures in world economy is coastal territories as a space where the marine potential of a state is most pronounced. In this case, it is of importance to place the priorities of development of coastal zones taking into account the changes in strategic situation in order to support the components of marine potential of the Russian Federation at the level corresponding to its national interests. This work aims to develop an indicator system of assessment of potential of coastal zones and sea industrial and port facilities to identify the characteristic and strategic capacities of the economic development of such territories with the help of the complex approach. The research methodology is based on the assessment of marine potential of coastal territories as an indicator of the efficacy of development of its marine economic complex with the use of indicator methods as a multifactor and multilevel spatial system. The system developed underlies a complex analysis of coastal territories of the Russian Baltic, as well as the estimate of the socioeconomic factor of the coastal zone marine potential and recommendations for long-term planning of economic development of Russian coastal zones at the Baltic Sea and the organisation of marine activity. The use of methodology offered in this work would help identify the position of coastal territories in the economy and reflect the opportunities and directions of strategic development of coastal zones and sea industrial and port facilities of the Russian Federation, as well as stable performance of economic entities.
