Abstract
The features of the construction of multi-story housing in Samara are given. The history of the idea of a house-commune in Russia and its influence on Soviet urban planning is described. The history of Berlin building codes since 1853 and the development of a plan for its expansion in 1862, their connection and contradictions, which gave rise to the peculiarities of its development at the end of the 19th century, are shown. The search for the best building methods is described, which led to the emergence of urban planning as a science. The features of the laws of the Weimar Republic and their influence on the growth of housing construction are outlined. There was a decline in housing construction under Nazism. The reasons for the great destruction of German cities during the war are shown. The struggle of East and West Berlin in the construction of housing after the war is described, the role of Hans Scharoun in both parts of the city. On the example of Germany, a conclusion was drawn about the possibility and conditions of optimal urban development.
