Abstract

It is determined that, despite the sufficient amount of scientific work on the mechanisms of public administration in the field of civil protection, as well as the institutional factors of public policy activity in this field of civil protection, theoretical and methodological foundations of the mechanisms of public administration in this field have not yet been fully formed. The urgent need to address these issues and their associated other problems of public administration mechanisms in the field of civil protection sets the stage for the formation of further scientific visions. It is determined that the mechanism is a set of forms and methods of influence by executive bodies, or local self-government bodies, on the processes of functioning and reformation of economic, political, social entities in any segments and links of production, as well as on the implementation of specific processes, or during the relevant works. The thesis that, carrying out analytical studies of theoretical and methodological foundations of the formation of the science of public administration, advanced domestic scientists studied the concept of "mechanism of public administration" in different ways. The real mechanism of public administration should always be specific, because it serves the attainment of set goals through direct influence on certain factors and this influence is realized by applying a certain amount of resources. After analyzing the definitions of different scientists, it was concluded that the mechanism of public administration is a complex unified system that, practically, cannot exist without some structural isolation and exerts a managerial influence on social processes, which should correspond to the interaction of controls that are interdependent and have cause  and effect relationships. The concept of civil protection is justified, according to which civil protection is a sphere of public administration, which should serve to protect the population, state territories, property and the environment from emergencies by preventing their occurrence, as well as by informing the population and public authorities about responding to them, addressing their consequences and providing assistance to affected citizens, in peacetime and during special periods.
