Abstract

The Ministry of Science & ICT is a central agency in South Korea that oversees the Korea Atomic Energy Research Institute and the Korea Institute of Nuclear Safety as affiliated institutions. Furthermore, the ministry possesses a research reactor and is responsible for nuclear safety research. South Korea established a crisis management manual specifically for nuclear safety and nuclear safety field is coordinated by the Nuclear Safety and Security Commission, with relevant ministries holding operational manuals for nuclear safety crisis response. In this study, we analyze how central agencies with operational manuals for nuclear safety define the role of the Ministry of Science & ICT. Furthermore, through in-depth interviews with institutions related to nuclear safety, we extract the roles, tasks, and limitations that the Ministry of Science & ICT currently holds in the event of a radiological event. Finally, this study suggest the considerations such as establishing legal grounds, designating departments for roles specified in the standard manual, and exploring additional collaborative roles for the Ministry of Science & ICT’s crisis management manual.
