Abstract

The system of state management of national security of any country in the world is a complex multi-level social system, which is formed in line with objective and subjective processes under the influence of many internal and external factors. The fundamental essence of the systematic approach to the study of the national security system, the national security system and the national security administration is that the activities of the Presidential Institute for national security are considered as an open dynamic system in the aggregate of its key internal and external relationships. The Presidential Institute, combining with other entities of the system in the process of solving problems of ensuring national security, directs its efforts to obtain the planned desired result in the implementation of national interests. This issue is particularly relevant in modern Ukraine, which has become a victim of a hybrid war on the part of Russia. The article examines the problematic aspects of the influence of the Presidential Institute on the formation and functioning of the public administration system in the field of national security. The structure of tools and means of influence of the Presidential Institute on the national security of the state, its functions and powers in the system of public administration of national security is analyzed. It is concluded that the system of state governance of national security is a set of interdependent, interacting government bodies, among which the main role belongs to the Presidential Institute, which, within the framework of the current legislation and involving the resources at the disposal of the state and other (spiritual) potentials, develops and the implementation of power, coordinating, controlling and regulatory public administration tvy national security facilities for timely detection, prevention and neutralization of threats to national interests.
