Abstract
Globality of tasks for the development of the Arctic region requires a balanced strategy of their solution, emanating from the interconnectedness of national security issues of social and economic development of the Arctic region as a whole. The article used the reports and documents of foreign policy and statistical data on the Arctic zone of Russia. Identified and analyzed in the same legal, environmental and military-strategic problems of the Arctic zone of Russia in the process of globalization. The article reveals the negative aspects of the development of the Arctic zone. The conceptual approach to the development of the Arctic, which is based on the formulation of a number of purposes.
