Abstract

The article considers formation of the model of innovation process and regional innovation system, analyzes the main features of the national innovation system of the countries of the world and the growth points of the macroregion. Up to the present, the issues of scientific and technological development of the Russian regions in the context of modernization of regional innovation systems have been developed both in regulatory-legal and scientific- methodological terms. In this aspect, the urgent problems are the specifics of the formation of regional growth points, the growth poles of the region, the elements of spatial development based on strategic documents on the spatial development of the country within the Framework of the Justification of the socio-economic development of the region, the cluster approach in the integrated development of the region. Currently, the issues of scientific and technological development of Russian regions in the context of modernization of regional innovation systems have been worked out both from the side of legal regulation and from the side of scientific- methodological support. In this aspect, an urgent issue is acceleration of technological development of the Far East and the Arctic region on the basis of the creation of effective growth points – world- class scientific and educational centers. The goals and main areas of modernization and innovative development of the country’s economy are defined in the Decree of the President of the Russian Federation of May 7, 2018 № 204 «On National goals and strategic objectives of the Development of the Russian Federation for the period up to 2024», the Key Guidelines of the Government’s activities for the period up to 2024, approved by the Government of the Russian Federation of September 29, 2018. № 8028p-P13, the Strategy of Innovative Development of the Russian Federation, approved by Decree of the Government of the Russian Federation № 2227-r of December 8, 2011, the Strategy of Scientific and Technological Development of the Russian Federation, approved by Decree of the President of the Russian Federation № 642 of December 1, 2016, as well as in other documents. In the Unified Plan for achieving the national goals of development of Russia for the period up to 2024, considerable attention is paid to the living conditions in the regions and issues of territorial development. The advanced development of key growth points of the region with time will allow ensuring the consistent transformation of territories in order to solve problematic issues of socio-economic development. The strategy of growth points is based on the development of priority economic complexes, which in the near medium term will give the greatest return and determine the development of the entire regional economy.
