Abstract
Strategic planning and management for many Ukrainian enterprises is new, unusual, but gaining momentum. The need for it is manifested both in the process of transition from the planned economy to the market, and in the complex, volatile conditions of the development of the world economy. The importance of strategic management is also due to the fact that the pace of change of the environment at the speed of manifestation often outstrips the corresponding reaction of the enterprise, which increases the frequency of unexpected, unpredictable difficulties for the enterprise. Strategic management is intended to broaden the horizons of foresight, create opportunities for timely reaction of the company to changes in the environment in the markets of goods, services and technologies, in the scientific, technical, social and political spheres. Based on the process approach, strategic management of the enterprise is a coherent process of implementation of interrelated actions aimed at achieving the final result. If the system looks at the relationships between its elements, the process focuses on the sequence of implementation of interrelated actions aimed at achieving the goals. There are many descriptions of the sequence of the individual stages of strategic management, but the fact that one must define a mission, analyze the external and internal environment, formulate goals and strategies for their achievement, develop and execute strategic plans, projects and programs, all agree. It is also worth bearing in mind that application of the process approach to the definition of strategic enterprise management is somewhat arbitrary, since in practice such a process can often be violated due to the frequent repetition of individual stages of work. The need to maintain strategic orientation of the company makes the strategic management of the process uninterrupted and dynamic. Therefore, one-time analysis and diagnosis can not be the basis of this process, since they provide limited information. In this case, the development of strategic decisions can not be long-term due to a fairly rapid change in the environment in which the company operates. An important aspect of strategic management research is the development and substantiation of recommendations aimed at improving the system of its operation at the enterprise.
