Abstract

The problems of the necessity and importance of the introduction of personnel technology of mentoring in the public service is explored in the monograph. The stages of formation and development of the institute of mentoring in the period of improvement of the Russian statehood is researched. The monograph reveals the theoretical and methodological foundations of the research of mentoring in the conditions of the modern development of the public service of the Russian Federation, the factors of institutionalization of mentoring, patterns and principles of mentoring practice. The prospects of the necessity of mentoring in the human resources management system of the public service in the conditions of transformation of the state managerial culture and improving the efficiency of public administration are determined. Methodological tools are being developed to objectify the functions of the mentoring institute, model systematization of its development and professionalization of mentoring activities. The monograph can be useful to researchers, HR specialists, state and municipal employees, sociologists, economists, political scientists, and to anyone who are interested in the problems of the Russian public service system.
